About Charles "Hos" Hoskins
The Treasurer is responsible
for collecting taxes levied on all property in Maricopa County,
securely holding and investing all public monies, and then
distributing those funds to the various taxing districts including
state, county, municipalities, schools and special districts. With
more than 35 years experience in the Arizona property tax system
following a career in the U.S. Air Force, Charles "Hos"
Hoskins is ideally suited to accomplish these duties.
Like many Arizonans, Hoskins first came to Arizona in 1957 as a young fighter pilot at Luke Air Force Base. After flying 274 combat missions in Vietnam and being awarded thirteen Air medals and the Distinguished Flying Cross, "Hos" retired from the Air Force and he and his family settled permanently in Arizona in 1975. He began his new career working for the Arizona Board of Tax Appeals - first as an appraiser and then as the Clerk of the Board. Ten years later he joined the Department of Revenue as Assistant Director of the Property Valuation and Equalization Division. Later he became the Director of the entire department. In 1989 "Hos" left government service and became a property tax consultant with a national firm serving several hundred clients throughout the Southwest. "Hos" retired in 1995 and was soon appointed to serve on the State Board of Equalization by then County Supervisor, (and now Governor) Jan Brewer. The BOE is an agency charged with hearing and deciding appeals of property valuations and classifications. As a member of that board he heard more than five-thousand appeals. The County Treasurer is an elected position with a four-year term. Hoskins was reelected in November 2008 receiving over nine hundred thousand votes, the most ever by any county candidate. His term expires January 1, 2013. He is an experienced instructor and technical writer. He is a member of the faculty at the Arizona School of Real Estate and Business, the largest real estate licensing school in Arizona, and has authored numerous articles on the Arizona property tax system. He holds a BS degree in business management from Arizona State University. "Hos" has been married to Eleanor for 53 years. They have a son, daughter, and two grandsons. Endorsements

How Hos has Saved Maricopa County Taxpayers Money
No taxpayer dollars have been lost during the economic downturn. Maricopa County was one of only a few counties that did not lose money as a result of the Lehman Brothers' collapse.
Hos increased interest earnings on investment portfolio by $150,000 in FY2008 by encouraging property tax owners to pay their taxes earlier. Advertising on billboards, TV and radio was used to get the message out. It increased online filings, which freed up time at the office normally spent handling direct payments. This allowed the permanent elimination of two of five fulltime cashier positions for a savings of about $70,000 per year. A shortage of personnel due to county budgets cuts almost forced the office to transfer management of the investment portfolio to the State Treasurer's Office. This would have cost county taxpayers over $50 million in interest earnings. Hos took action in regards to personnel and was able to avoid the transfer. Last year, Hos began a program that funds school debt at a much lower initiation cost and interest rate. This program has saved taxpayers over $1 million in fees and debt service through FY2011. When the county switched to a new service bank, Hos had provisions inserted in the agreement which will allow the County Treasurer to fund school lines of credit. These lines of credit are used when fund transfers from the state are withheld, or other conditions cause a school district's account to be used up temporarily.
